Hey guys, there was an artifact in Armored Princess which lowered the leadership requisite for dragons by 25%. Does aynone remember its name?

1) Heart of dragon (regalia) that give +1 moral to all dragons and -10% leadership cost
2) Draconix (artifact) -20% leadership cost to red dragons

There is no item for -25% lds to all dragons as you said.
