I was just wondering, with all the speculation about patches who actually controls the release of a patch, Ubisoft (the publisher), Maddox (the developer) or Steam (the distributer).
I ask this because when developers at RoF were asked why they do not want to release their product (the F2P one) on Steam they explained that Steam wanted complete control of everything including patch and dlc release etc.

I think MG controls patch development. Steam controls patch delivery.
