Mouse View Panning & Vehicle Driving??

Two questions..

1. Is it possible to pan views with mouse as in 1946?

2. Is it possible to drive vehicles.. (it says so in the controls section)?

press F10, then you can look around using the mouse,.....vehicles are not driveable....yet.

Does that mean when, we can drive them, we can have epic online tank battles

well would be cool to shoot tanks which are driven by a person.
