The manual can be found in the steam folder. (Not the 1cSoftClub folder)

To show fps, open the console and type: fps START SHOW
To hide the fps, type: fps HIDE

You have to set keys to "Activate Console" (in controls "Game" section), after type this in: fps START SHOW

Manual (default steam folder):
C:\Program Files (x86)\Steam\steamapps\common\il-2 sturmovik cliffs of dover\manual

I think the fps stop command is fps START HIDE.

Console commands are case sensitive.

That and my suggestion both work.

The manual for those who don't yet have it.

IL-2 COD FAQ

Quote:
Bring up your console (default= SHIFT+TAB) and type
Code:
fps START SHOW
Frame count, minimum, maximum and average fps will be displayed at the top of the screen.

To stop and remove the counter
Code:
fps STOP HIDE
Rattlehead's suggestion got me testing, it appears to remove fps counter you can type fps 'anything or nothing' HIDE and it will work.
But you must use the command 'STOP' to reset frame counter to zero
