Back to the game and I have some Noob question

Hi Guys,

I just reinstalled 7.62 today.
I have a few questions.

I Currently use the Blue Sun Mod (BTW thank you R@S)

Where can I find the Scorpion and the AKM?
Could anyone explain to me how to change the CGL?

On an Older saved game (unmodded) I got the Army base,
and I saved the smuggler(trader) but he never showed up at my base.
Do i have to want until a set CGL level?
