I'm struggling to find actual meaning inside the load.ini of maps.

Someone says is latitude, but can't be Kurland winter 70° and Kurland summer 54°!

Someone else states that's declination of the sun; but that can't be more than 23.45°, and most values are set higher...

Please, anyone knows exact meaning and formula?
