In your conf.ini look for [core],
third from bottom entry change 'SpawnHumans=0' to '1'

Open the conf.ini in
..\Documents\1C SoftClub\il-2 sturmovik cliffs of dover
look for [core]
at the end of the section you will find
SpawnHumans=0
set it to 1 to show the humans

I know I'll find the answer when I try this out, but my experience may be different from others so I ask the question anyway.
What, if any, performance impact does it have to turn spawn humans on?

On your harddrive, usually C.

Go to libraries/documents/1CSoftClub/il-2 sturmovik cliffs of dover,
there you will find a couple of config files, the one named "conf" should be the one. Other configs are named confs, confUser, bldconf, user.

You can open them all and take a look, though they mostly contain your control settings and things like that, which can be changed better from in-game.
bldconf should be for the full mission builder.
