Can Men of War be used to create original single player scenarios? Can user created scenarios then be played by one player against the computer (human vs. computer), or are only multi-player (human vs. human) scenarios possible?

Men of War comes with Gem Editor, with which you can create almost anything and everything for Men of War, including terrain, objects, soldiers, custom mission objectives, fog, and more.
