This artifact is supposed to increase all unit's morale by 1. Well, it doesn't do it for my black dragons or archdemons.

So is this another bug/mistranslation as is the case with the army drum, and which units' morale does it increase, if any?

Maybe it only increases the moral of all units except neutral/undead/demons

Yes, i saw that it doesn't increase the morale of all units, but it increase the moral of all human troops. Maybe it is a bug or a wrong translation.
