No they wont change. It mostly unlucky. Last thing you can try is save scanner from mod section and look where you can get them in your current game

I have the same problem.

The only robbers in my game were at curvy eye's hideout and became unavailable after I completed his quest.

I looked through my savedata to edit it but it is 250000 lines long and hardly legible.

Does anyone know some keywords I should search for to find a specific vendor?

robber's tavern in verona or something.

When using the save game scanner you can use a filter. With your text editor you can add Robbers. Run the scanner and the locations where you can buy robbers will be mentioned in the scanner file.

Its 250000 lines long.

I am not talking about the savedata.rpt file that is generated so that you can read it easily.

The file that must be edited is the big one called savedata.txt
(then you have to recompile it with kbdbedit and replace it in your save file... read the readme)

IF you open that with notepad it will hang.

Its not quite as easy as just finding this line:
{A}{atom} = {building_snaketrader}

because I think that section is about the quest in the basement.

99.9 percent of the file is just a huge mass of uncommented code.

If you need an editor capable of editing a large file, try ConTEXT (http://www.contexteditor.org/). It's small, free and fast, designed for dealing with large text files.
