Help; updating mod item tooltips

I'm trying to change a few items' stats for a mod I'm making and from what I can see, the in-game tooltip doesn't reflect the changes I'm making. I can see in the items.txt file that it points to a "hint" which I'm assuming is the tooltip. However, I can't seem to find where these are located.

Can anyone help me locate these files and possibly offer a little help on updating them if they're not just simple text?
