The way I interpret. it is if you have the Boxed version you will need steam to play multiplayer but not single player.

Same here. This official "statement" creates more questions than it actually solves, at least for me. I mean, the whole "it uses Steamworks / it doesn't use the Steam DRM" is simply contradictionary.

If a game uses Steamworks, it makes the full use of the features of the services Steam offers. The game gets registered to your Steam account, it's therefore added to your games list, you can fully download it if you should lose your CD / DVD and you can use the Steam overlay ingame. And since Steam works as a DRM itself as well, every Steamworks game is making use of it.

So yeah, quite confusing. Looks like the people in charge are confused as well, afterall.

I don't see it as confusing, it most likely will work exactly the way Arma2/Arma2OA works on steam now. Or HOI3.

If this is the case it will indeed be the perfect compromise: everyone will be able to choose what they like best and still fly on the same servers.
