Hmmm, not necessarily. Typically what you'll see is that the earlier variants of a particular fighter were strictly engineered for air to air combat. Then later on they were adapted for ground attack roles through the addition of heavier armament, armor, weapons hardpoints, etc.

Through the process of making them more of an all-around weapon, they limited their effectiveness in the very specialized role for which they were originally designed.

Because, the more advanced planes are faster, and when you increase the speed of a plane (any plane) it loses the advantage of turning and rolling. If you were to take on a I-16 Rata or I-153 Chaika in combat, they would out roll and maneuver you because (not theory since it's been tested and proven) they would be able to roll and turn into a dive quicker. Why? Simple, their not as fast as the later planes, and when you increase speed, you have to go into a more broad turn or dive because you'll either stall or tear your wings off. Sometimes even black out? Speed isn't everything, especially in maneuverability where the slower you are, the quicker you can turn etc.
