Compared the german cities and towns in the "Berlin.DB" file to those in the "Germany.dat". There were several cities in the .DB file that were not in the .dat file.
I'm guessing that may cause the "Cannot generate towns" error. The towns listed in the .DB file must also be in the Germany.dat file. Please note that I may be wrong about this, that this is only a hypothesis and that I haven't had time to test it. Last edited by Treetop64; 07-04-2018 at 11:35 PM.
