Move all the aircraft off the spawn points. This way you know if you are spawning into the Stationary aircraft or the actual spawn points.

You shouldn't try all these at once since one or none of them could solve the problem. If you do all of them at once and the mission works you won't know which one solved the problem either.

1.) Move the Stationary aircraft off the hard coded spawn points
2.) Check to make sure you have not limited the number of players that can spawn into that location.
3.) Set plane limitations to match the number of stationary aircraft at the HomeBase.
4.) Make the HomeBase circle larger
