Stuck at "Installing DirectX 9.c..."

Stuck at "Installing DirectX 9.c..." during installation. Disc just keeps reving up then stoping (repeat endlessly).
Last time I just cancelled game seemed to run ok unitl I installed patch 1.7(whatever) on accident instead of 1.6.5(Whatever).
Anyway I already have the Latest DX9c on the system, is there anyway to stop it installing?

Windows Vista 64 Sp1 (Yes it ran fine on it before I screwed up patching)
AMD x2 6000
4 gig ram
