Awkward laptop controls (assign controls question)

On a related note, I'm also playing this game on my laptop and for some reason, the arrow keys don't function like the manual says they're supposed to. The arrow keys move my character. They're supposed to move the screen location.

In fact, I have no way to move the screen without moving my character. Does anyone know what could be going on...what setting I need to change?
