Never heard of such problems, have you tried firing in direct control?

That is my next thing to try, but if this is the only way to use these units, it lessens their usefulness in skirmishes, imho.

No its not, at infantry fires just fine by themselves when tanks are near never had a problem, make sure your fire mode is on open as for flame thrower they will not fire unless its truly clear sight.

I will run the scenario again today and see what happens. What about using the Calliope? I tried to leave it alone, or clicked on targets but at most it would use its normal gun and not engage with the rockets. How do I switch it to rocket mode?

Change ammo to rocket and then attack enemy (for artilery best is direct control).
