Set the waypoint to "Gattack", and set the moving train/column/ship as the target. This goes for all moving ground targets.
For stationary ground objects, just having a Gattack waypoint in the general area will be enough, since otherwise you'd have to point a Gattack waypoint to each individual object, which you can also do if you them to attack in a specific order...

I believe I'm right, but there were 3 years since I built missions and campaigns So correct me if I'm wrong!
Do some tests and see how the AI behaves with different settings.. It can be pretty tricky to get them to do what you want some times..
