As someone who's probably tested more different configurations of missions etc, I'm here to tell you that server lag caused by AI is minimal at best. Players, especially those loading in with custom skins cause 99% of all server lag. And when you get 40-60 players connected with constant joining, spawning, leaving - there's your lag. It doesn't matter if you have 2 airfields as the only objects on a map, or 1000 with AI flying around, 99% is still, sadly, caused by the players.
But of course, if your server fills up, you'll be able to witness this all on your own. It's a good theory that I wish was true, but simply isn't
