Dedicated Server Listed in Client List

Can't seem to get the server listed in the Client list.

I am wondering if you have to have an account through steam that has it's own copy of the game.

Currently, I have a dummy steam account running and I launched the game using

"C:\Program Files (x86)\Steam\steamapps\common\il-2 sturmovik cliffs of dover\Launcher.exe" -server

It runs and I can connect to it through internal ip address and I can connect to it through an external ip address.

Anyone have some thoughts?
