I didn't get any menu screens, so there wasn't an opportunity to set any of the graphics. I get the logo with the gold plane and crosshair, then right to the sky/black screen.

You want the conf file.You probably have known extensions turned off so you can not see the .ini.

Net Framework and the Visual Basic Libraries are in your redist folder.(as well as DX)Dot Netfx is Framework.net

At the moment the game is DX 10.
