This applies to any overlay windows on the screen: radio chatter, secondary aircraft systems (text about flaps/gear/etc), the chat bar and so on and it's explained in the manual:

One other thing how do you get rid of the annoying text that keeps poping up every time somone speaks on the coms
the reason it's half empty is in order not to confuse us while it's being redone with half-working menus. Initially no commands were working, then they got a new AI programmer and gave the project to him. As soon as he got some of the commands working he included them in the menu and removed all the rest that are still being worked on, so that we don't end up with a menu that's only partially functional. This way you know that whatever is in the menu is a valid, working command and the AI wingmen will follow it.
