Before you do any of the complicated mishing and moshing of all the settings and that...... make sure your running the most up to date drivers i was getting the same micro stutters and crap performance even after the patch but then updated to 11.5 ATI drivers for my cards and all of a sudden stutters were gone and i was getting very good frame rates with all graphics turned up over London. Still not perfect but far better then what i think your seeing now.

guys i really appreciate your comments on this 1 ...its early in the morning and my cellar is fulled with water .

so in a few ours i am ready and than i am gonna check your ideas and adjust my settings ..

once again thanks a lot and i am sure it i get this problem fixed !! .
