In store is the way to go... EB don't have Lockon listed on their site either

I always go in store, but I only go there as a last resort or just to have sticky nose as to what they're charging compared to other stores/sources.

And this is where the story gets interesting.... I tried to pre-order the Collectors Edition through EB Games by calling them and paying with a credit card.
Unfortunately they are unable to do that.
So, I then had to drive 150km to the nearest EB store to pre-order in person.
As Ubisoft has stated there will be a limited number of copies coming from the US, even if you have pre-paid the full amount, it is a case of first ordered, first served. In other words, even after all that and paying upfront I may still not get a Collectors Edition if not enough are bought in to fill orders. And so the saga continues....

I honestly couldnt answer that as I don't work with the people who make those decisions. All I do know (as a result of asking) is the decision was based on demand in each region, I suspect based on past titles
