No don't install 9.8 it has problems with IL2 on your older card, thats why I mentioned 7.11 and not the latest Cat's.

There are several issues that show up in your dxdiag as well.

Firstly, you are quite short of hard drive space on all the drives and/or partitions
Second, you are showing two sound devices in operation both at Full hardware acceleration. You need to disable the one you are not using to render sound in the game.
Third, I would remove and reinstall the drivers for your motherboard, as you have made a couple of mistakes in applying them. The last good drivers for this board are the nVidia 5.10s. When installing, please be sure to avoid installing the nVidia IDE software. IIRC you will be offered this option during the installation, so don't use them and allow the generic Windows IDE drivers to be used instead. This will be be a much better alternative, and is the standard solution to a well-known historical issue.

Finally. If you could find an "AMD Athlon XP " CPU somewhere you would get a better result overall compared to a Sempron CPU. This is your choice of course, and Socket A Athlons are a bit hard to find anywhere except Ebay. I found the Socket A page quite easily....

and some 3000+ Bartons are available quite cheap. You might need to update your BIOS to accommodate the processor, but your particular motherboard will easily handle it,

Anyway, like I said, this last is optional - the first three items really need to be sorted out.

Some progress!!

i have:
1. Amended my conf.ini as above.
2. installed cat 7.11 driver(removed Omega drivers)
3. cleared some HDD space.
4. Disabled on board sound
5. Install Nvida 5.10 drivers.

Now the game will start, HOWEVER, the cursor is very slow, unresponsive and jerky. so much so its almost impossible to navigate around teh front screen. Also the beginning video does not play, i can see a few clouds of smoke move very slowy/jerky. sound is fine though.

Also when at desktop screen the refreshing seems to take longer. i can now see a line scroll down the screen. never happened before.

hopefully almost there now, what else can i do to tweak these?

damn it, also now i can not view any video files. I get sound but just a black screen. im using media player and VLC

I suggest you start by disabling sound in the game, see if it runs better.
Reduce your monitor resolution to 1024x768x32. You will be able to raise the refresh rate, to 100Hz on most CRT monitors at this reso.

I'll be frank. This rig is not particularly suitable for IL2 46. Both the CPU and the graphics card are quite feeble and you will need to back the settings down considerably to get a smooth-running game. I would suggest reducing your Sound Hardware acceleration a notch or two, using the appropriate control in the dxdiag interface. Switch off audio enhancements in IL2 Setup. Ensure that in-game radio function is switched off.

Try to trim all eye-candy and then raise it up once the game is running aright.

Another dxdiag would be handy to make sure that the adjustments have gone right.

+1, sempron 2800 and a 9600 just aren't going to keep up with anything other than QMB missions.

My athlon xp 3000+ was bad enough, it couldn't cope with more than 10-20 planes in an online mission, let alone a detailed offline mission. I didn't matter what I did with the graphical settings, the processor was holding everything back.

Even now with an E8400 at 3.8GHz, and a 9800gtx+, the new maps and/or populated towns + explosions + zoom cause a loss of FPS.
