No standard missions ever allowed 30+ bombers because in IL2 massed bombers would kill even the fastest computer around at the time. Many down-loadable campaigns for IL2 feature more. As already mentioned DCG allows massed bombers and large flights but you are still limited by PC performance. If you prefer dynamic campaigns DCG is worth downloading and installing.
The issue occurs in IL2 because Oleg elected to have every AI plane fly with a separate AI pilot and flight model making for more realistic combat but destroying frame rates if too many planes appeared in a mission. Other games at the time had every plane in a formation fly identically which meant you could have 100's of bombers but they looked weird all flying in synch like zombies.
Apparently SoW has an improved system allowing more planes in formation whilst avoiding the zombie clone look of other sims.

With DX11 tessalation it would not be nearly as hard on the GPU. With modern multicore cpus they should easily be able to handle large fights with hundreds of planes, I dont see any reason why they couldnt since the AI load hasnt increased a huge amount (like say Civ4-Civ5 or STW-RTW). Hopefully we will see hundreds of planes in the future if the engine is as scaleable as Oleg claims.

The issue in IL2 was not a graphical one. It was the CPU not being able to handle 200 separate AI pilots with separate FM and damage models. I understand in SoW its not being done the same way.
