You could ask for a refund because the product is not what they promised.
Usually if you buy a car and it's not functioning like promised, you get a refund.
Personally I don't mind waiting for bug fixes.

1c is leading software publisher for Russia and eastern Europe, i`m sure they could afford 2-3 test players to try tihs bug infested game before activating it on steam for purchase.

1C company is also a publisher of many other games than KB like IL-2 Sturmovik which has a lot larger playerbase than KB.
And you can usually tell a game's budget just by looking at its graphics.
