ok i came to the conclusion that it has to be a bug:
B-Beobachtung bullet type, doesnt have any destructive effect at all anymore on enemy planes...except if you shoot at another 109! you can choose unlimited ammo and shoot a level flying spit forever without doing any damage whatsoever! definitely wrong, as B-Beobachtung was known to be very effective, not only in "marking" the target, but also had explosvie and ignition effects.
