I know on the xbox, occasionally, once in a great while a player will show up as 'blue' on the radar (sorta like what R-BADD7 was saying). The blue player isn't on either team and if you shoot it down it doesn't count. But they can still shoot you down.

Yeah Xbox live seems to know when the communication is bad and just wont let the person in the game.
The blue player thing is a bug, thats got nothing to do with Connection quality/speed.

If you want a umpire, there is even a way to make them not on a side and show up as a blue dot on the map. Just get the player who will be umpiring to search for a dogfight an stay on the searching screen then accept an invite to the CTA game.
