NO, his strengh doesn't depend whether you kill his forms or not.

They are just a part of a quest for a specific item that would make the final battle a little bit easier.

Yep, good artifact against dragons. Although if i remember right, you can get it without completing this quest from one of the mobs.

Exactly, I found it in my first game, then only after finishing this quest:)

Actually, the quest - as well as the item - is given by a dragon in the beginning of the labyrinth :)
