How do you get "mass" buff/debuff spells?

I'm a Paladin on Hard mode. Do level 3 spells automatically become Mass? Like Mass Bless? Because the tooltip doesn't say that, so I'm wondering whether I should save up my runes for level 3.

Or get the interface mod that tells you what each level of the spell does.
