Once you're in a fight you will have a spellbook in the right bottom corner, next to it is another symbol, just click it and you'll be able to use the first one: Viking Vortex.

You can't gain exp on those skills yet, therefor you have to visit the second island and do one of the very first quests.

Do you mean the viking-only talent "Absolute Rage"? You don't have to do anything. All 3 effects happen on their own.
