I haven't spent much time with CoD but recently put in a GTX680 and thought I would have another go but the launcher keeps crashing at 100%.
I've looked over some other threads and am not sure what to do.
The Steam application should keep CoD up to date, right?
What things can I try to get the sim to run.

Couple of things you can do. list your pc specs an op system, if you have been playing around with this for awhile , in steam right click on game , go to properties, nexy verify game cache, this will take a few mins. if any folders gone or missing = it will replace. After that is done go to your Documents folder open 1c folder ... the first folder is cache, highlite right click an delete. Don't worry it will make new one. then try game . if games still does not work , go into programs an features(in control panel) scrool down till you see MICROSOFT NET FRAMEwork 4 client profile double click on it an check repair , let it run , you will need to restart. if game does not start after that , go back to steam delete game, go into docs folder again delete it to. (the whole 1c folder) then do fresh install an see what happens , but if i remember right , but without your pc specs you might be dealing with lack of ram . i'll keep watching let me know?

I tried everything that you listed to fix the problem and even after re-downloading the game from Steam, the problem still occurs.

Sorry that you have a problem...curious why do you say 100%, is that while loading a mission? There is no numerical scale when launching the game, just the golden logo.
If it is a mission which one, and what are your video settings

I am loading a training mission for free flight over England. After looking more closely, the gray bar doesn't actually make it to 100% but midway between 95 and 100.
My video settings are:
Resolution-1900x1200, 60Hz (Also tried 59Hz)
Full Screen-On
Detail Level-Medium
AA-Off
Anti Epilepsy Filter-Off
VSync-On

If you are familiar with fmb, make a mission, aircraft of choice, only 2 waypoints both set to normal flight, over the water mid channel, check the player box...so maybe try this if you can, bare bones memory use and demands...if able to fly, then I would check your system memory...computer/right click/properties/Win Experience Index

I haven't messed around with the FMB in many years but did manage to fire up the Spit-v-Bf110 track and ran great at about 80-150 FPS. After about 1 minute or 2 into the track the launcher failed again and did a CTD after notifying me that the launcher crashed.

I have Skyrim and a few other Steam games and have played those without incident. I was not aware that there was a memory test.

After running the Windoze Experience Index I get:
Processor-----------7.2
Memory-------------7.2
Graphics Aero-------7.5
Graphics Gaming-----7.5
Hard Disk------------5.9
I'm not sure what else you are looking for.

Not a hardware problem, something running in the back ground is possibly the problem. I'm not a expert, just know that it should run on your system. You may have already seen this, but you said that you have other Steam games, so worth a shot.
