Still have not seen them after 3 restarts. Which of the first 4 islands will you be able to find them? Or are they completely random?
I don't think they spawn on the first island since that would be a bit OP.

Hi,
from my experience they mostly spawn in acceptable numbers (>20) on Fastland (the fourth island), but not always. As a lot of things in KB, this is random.
If you are desperate, use the KBscanner to check your starting save game(it's a little bit complicated, but there is a thread regarding the scanner...)

Besides the early islands, I also found them on Grotland (late game).
They are sort of good, but I think the 2 round restriction is pretty limiting.

they become much more useful lategame when they can ressurect tons of units and you can phantom them easily.

But they can only resurrect units within round 1/1.5 then it 'locks' the unit count until round 2.
So, if you lose units after that time or immediately after they were resurrected, they can't resurrect them no matter how many maidens you have.
Phantom does no good for me then.

thats not how it works. they can resurrect losses the stack suffered in the last 2 turns. At least after the first patch, apparently they didnt work right before.

So, they removed the whole "if you were resurrected by a Maiden within the past 2 turns, you can't be re-resurrected by another Maiden"?
I just tried it on the new patch (but with old saved game).
Round 1, took some losses, resurrected immediately to max 93 Jarls.
Round 2, took some losses, phantomed my Maiden, tried to resurrect Jarls from 64. Now have 89 jarls. Phantomed again in same round, the other maiden cannot resurrect the Jarls past 89.
My maidens can resurrect up to 176 units. Seems like it is working as described, but that isn't ideal.
Are you sure you aren't using a patch that 'modifies' this behavior? Pretty sure the way I described it (while not quite as awesome) is the way it was meant to work. Otherwise, it is pretty imbalanced. Long distance resurrection of up to 174 Jarls (which is more than I can even handle) in a single cast? If I had Gift I could keep redoing it too without phantom. Sounds pretty imbalanced.
