Various questions and Hilda's Arrows bug

Hilda"s arrows rest time is not modified by rage ready. I just finished Arlania and realized I cant sail to the initial viking islands, is there a way to return there?
Also where is the witch on Istereng?

Rage Ready only modifies Olaf's Viking abilities, those on the first row of the rage menu.

EDIT: Oh, and the which is in that guys basement. There is a pirate dude nearish to where you spawn on that map. If you ask him, he'll let you into his massive basement.
