I was wondering if these are the same as il2 1946 and what is the number break down for each one and how high can we take them to improve the quality of the scenery.

I have run some tests on my own and they showed improvement but what is the limit?

Also is it better to change them in the 1c soft or main folder?

There are tests being carried out by some, the ones that I have heard being discussed as possible improvements on capable GFX cards were:-

Water=-1 (change to higher max value 4)
Effects=2 (change to 3)
Visibilty Distance=3 (change to 4)

These are WIP, but comments/observations so far:-

Sun=1 (no apparant change with different value)

TexFlags.Reflection=0 (=1 > canopy reflections but seems to have reflection rendering bugs at low altitude)

Some discussions on are to be found on the forum regards:-

MeshShowLod=0 (=1 improves target lod distance rendering but fps hit)

ShadowMapSize=5 (reduce to 3 for improved fps)

I would suggest you make notes of any changes or copy the original Conf.ini file which there are two - one in steam and the other in 1csoftclub.

Any changes I make in the video options seems to only write to the cof.ini file in 1cPublishing folder. Some reckon that both conf.ini files should be identical.
