Q about Astral Bow (balancing for a new mod)

We are two guys working on a huge mod for WoTN ice and fire, changing a lot of things to make it fun to play. My question is about an item, Astral Bow, I found it in a test play, and cant see the point with it, it costs 27k, gives -3 attack to archers, but +1 astral damage to bow shots. It doesn't sound very good. In what way is it worth so much (found it on Nordlig). Or suggestions to balance it.

We are balancing items, spells so you also use spells you normally wouldnt etc. Thats the smallest changes in the mod, it will be epic!!, if we have the patience to finish it... there will be a lot random and not just undead, undead to fight... won't tell more before we are finished...:)

+1 damage items are best fit for lvl 1 creatures which you can hire a lot of them, so i think it is designed to be used with skeleton archers.

Thx, I'll change it to be 12k instead and -1 attack penalty. Ind the items.txt file I can see that it also affects other archers. But low level shooters makes sense.
