If you can get a nVidia 560ti 2GB. They are the best bang for buck card and are fast.

what do you mean by bad performance? I had almost exactly the same set up as you before I swapped the GTX285 for a Radeon 6970. I thought the performance wasn't actually that bad. On 1920 x 1080 with landscape on medium and forests on low or very low it was playable, if a bit slow. The frame rates went up a lot with the 6970, of course.

gtx 285 here ( QX9650@3Ghz, 8Go ram, playing in 1920x1200 ).

Turn shadows off and land shading to low,
the landscape will not look so nice,
but with everything else set to High I can achive 40 fps avg a low alt over the land,
and 50 to 60 fps avg at high alt over the land.

I've noticed that only the shadows and the land shading settings affect the frames rate,
setting other parameters high or low have almost no effect.

Lower your resolution
turn off grass
NO AA or AF etc.

For those running Win7, download and install the 'GPU Observer' gadget. It tells you how much video memory you are using. You need to adjust your settings so you arent maxing out on video memory else you'll get stutters. I've found it very useful for a number of games as its so easy to use.
