Good chances that Ashes of Victory will not be released. I am not exactly sure on the reasons why, but considering that Civil War was originally developed by a mod team, it is probable that the mod team broke up/disbanded before Ashes of Victory could be completed.

Yes, I am thinking too, that AOV will be never released. I am dreaming about Star Wolves 4 with new engine and more missions, SW 3 is good but too short.

Well it's not Starwolves style gameplay but if you've even wanted to fly one of the fighters directly, there is a mod for Freelancer called Crossfire which adds all the Starwolves ships into the game and buyable/flyable.

Granted you have to have a working copy of a game that hasn't been on the market for years but the mod http://www.moddb.com/mods/crossfireis free in Mod DB if you do have it.
