The question is how axis control flaps in CloD.
For example, in Bf-109 or Hurricane, a slider (axis) to flaps control only work like a ON-OFF switch.

Slider in middle flaps in neutral.
Slider below 50% flaps begin to lower until to the full extended.
To stop the movement it's need put slider in middle course.
Slider above 50% flaps start to raised until to the full retract.

The real advantage of use slider (axis) is that you dont need look at flaps wheel to confirm if flaps are lowering or raising.
Just put the slider up or down that the flaps will lower or raise until the end of the course. Like you do.

On the other side, using keys (F, V) is more practical to lower/raise flaps incrementally.
Just release the key press when the flaps reaches the desired position (ie. 18% for Hurricane take off).
Using a slider this involve move the slider to center position to stop the motion.

Anyway you can use both system alternately.
