The pre-war skin is Shtele's.. You'll have to see if he responds here to your question, or maybe PM him.
The rest of the skins are available (in the skins and repaints section) except for this one (pic below) that is still a WIP. The Yugoslavia skin I was working on, got put on hold because it appears that Shtele's has got it painted already  . Took the colours and shook them up a bit more.. I think this looks more accurate.
