A 2-second penalty is incurred when a pilot exceeds the maximum entry speed of 370 km/h through the start gate (between 371-380 km/h).

(for this game we should read: A 2-second penalty is incurred when a pilot exceeds the maximum entry speed of 300 km/h through the start gate (between 301-310 km/h)
this means that only above 310 there should be a disqualification!

In those tracks is not like this and it should be if you want to make it like real...

regarding speed in real life at sea level IAS=TAS=GS (i'm not considering GS since there is no wind in game) so if you read 300km/h on anemometer you should have 300km/h also at gate speed check... so is not arcade but realistic
