Blizzard, despite listed as fixed still only freeze the target unit i.e the unit at the end on the row the spell is cast on.
Also I've never seen soothsayers icestorm freeze anyone outside the center tile.

I'm also fairly cerntain that icestorm has more than 30% chance to freeze.
