How about dropbox?
Just install a tiny file, drag the patch to the dropbox folder and it will upload automatically. Then link the public URL and everyone can grab it at full speed.
Total limit is 2GB, which can be increased to 16GB by inviting new users or upgraded to 1TB if you pay.
