Can the Saitek Switch Panel be used with either IL2:CloD or IL2:1946?

I have acquired one but it doesn't seem to work like a USB Joystick device...

Prior to this I have built a left console using the guts of a basic joystick which was much cheaper than the Universal Joystick Controller BU0836X. I designed it to bolt to the Saitek Throttle Quadrant Desk Clamp.



I designed some electronics to use all 8 point of views and to have a Jettison all that operates both the Tank and Bomb at once wihout using another input.
