I think the large flat concrete horizontal panels in a converging shape are aggravating the effect just like the resonance box of any instrument (look at exit shape of a trumpet). If you look at the second plane flying right next to the other building at the same speed, we can see that there is no glass broken that time.

Well, knowing how government things are made here in Brazil, these windows cost like 20,000 $ but the glass installed cost 5000$ ... These building (Supreme Federal Court) are from 70's and does not receive properly maintenance over the years.

Air Force announced that it will pay to repair the windows ... which ultimately is paid by the taxpayer...
