Because someone, most likely a non professional native Russian given the dodgy grammar/choice of words at times, cared to translate it. Though I have seen the original russian version and therefor I can atest this to be genuine.

Thanks Zorin, I thought that might be the answer. They did a good job of editing the manual, with the translation fitting right in seamlessly. The art work looks like 1940's style graphics, I guess because it is.
