Do you see flags if starting a dogfight (not co-op) server?
If no, then change difficulty settings. Side-switching, selection, replacement, etc. must be allowed. If you prohibit side selection there is no side selection, right? Sometimes flags are not visible on the first mission load, especially if it was just run from FMB before that. In this case just reenter or reload the mission.
