I doubt you (or Krupi, or us!) will get an official answer anytime soon. Looking at his recent posting history, Luthier seems to post patch info when a patch is released, then disappear until its time for the next patch. He doesn't hang around, and actually makes Olegs communications with the community look good!
The community manager takes care of communications between us and the developers. Oh wait...
